Restore Any Library. Allows the system operator to adopt the security officers
profile and prompts for the RSTLIB command. Useful when restoring an entire
system or a new library to avoid exposures of the user who does the restore not
being properly authorized to all objects. The user must be authorized to the
TAARSTANYL authorization list.
