Restore All Libraries. Restores all libraries on a tape using the RSTLIB
command. Designed for use where a SAVLIB command was used to save one or more
libraries by name (e.g. a special value like *NONSYS was not used). Can be used
on any tape where one or more libraries exist without having to know the
library names. A listing is provided with one line per library to assist in
identifying problems.
