Resend last message provides a simple solution in a CL program to resend the
last message received in the program message queue to the calling program's
message queue. If an escape message is received, you may optionally resend a
prior diagnostic message if it exists. Simplifies resending of simple messages
such as completion messages from CRT commands or escape messages.
