Locked Record Message. Describes a standard method of producing a separate
display when a locked record condition occurs. Allows a program to send to the
interactive user or to the system operator a message describing the locked
record condition and who has the lock. Reply options include 1) Try again, 2)
Send a message to the user who has the lock, or 3) Send a message to the system
operator, and 4) Cancel (optional).
