The Check Remote Journal command checks for an *ACTIVE journal state of a
remote journal. If the state is not *ACTIVE, different escape messages are sent
to describe the current state (*INACTIVE = TAA9895, *FAILED = TAA9896, and
*CTLINACT = TAA9897). This provides a simple means of testing for the critical
ongoing requirement that allows remote journaling to be successful.
