The CPU Monitor tool monitors for jobs that consume CPU resources above a
specified CPU percentage. When a job is found running above the CPU limit, a
message alert is sent to the specified message queue describing the job which
is using too much processing time. If several jobs are found to be over the
limit, multiple messages will be sent to the message queue - one for each
detected job.
