The Adjust Time command adjusts the time of day clock. The adjustment is
specified either plus or minus in microseconds. The adjustment period occurs
over a period of time such as it may take several minutes for a few seconds to
be adjusted. The time for the adjustment to take place is also dependent on
hardware speed. The QWCADJTM API is used.
